Yes, bulk deleting was discussed on the Speciforum in 2022 (Delete CollObject in Batch in Sp7) and 2024 (Data clean up of duplicate records - #5 by Carmella_Lombardi).
Your inquiry also corresponds with #6882 on GitHub, a feature request for bulk deletion in Specify. I’ve added your name/institution as requestors there. You can check on that issue track progress on bulk delete implementation.
In the meantime, Batch Edit in Specify 7 does allow for bulk deletion of dependent records only. For example, this enables you to delete Determination or Preparation records from Collection Objects in bulk. You can learn more about this in Expected Behavior in Batch Edit.
