Hey Bronwyn,  
Sorry I didn’t respond to this sooner. yes, I think as long as one could pick which picklists are scoped to individual collection and which are scoped to the whole database, which this change [#8397](https://github.com/specify/specify7/discussions/8397) seems to do, the issue would be solved!
